Constituent Assembly (CA) members have been called on to introduce a new chapter in the constitution to cover land policies, natural resources and the environment in a bid to address land disputes in the country.
The proposal was given by CA,
Masele Nzigula yesterday in parliament. Nzigula who represents farmers, small scale miners and pastoralists as well as other land users, said the lack of clear policy to clarify and specify land demarcations between pastoralists and farmers is the cause of ongoing land disputes that have already claimed several lives.
“Since this country has not have for itself a clear land policy, the end result is repeated and escalating conflicts,” he explained.
“I ask CA members to introduce and clearly define a new Chapter in the constitution to cover land and natural resources as it has been proposed by farmers and pastoralists,” he urged.
“Agriculture used to contribute 24 percent of the Gross Domestic Product (GDP) but because of escalating land conflicts this value is drastically falling every year,” he cautioned.
He said the country must set aside enough area for farmers, pastoralists, small scale miners, and fishermen then clearly define the borders and specify the jurisdictions as well as laws to govern their activities.
“Farmers, pastoralists, fishermen and small scale miners as most other sectors of the economy do not care much about the government structures that seem to preoccupy the CA what they want is improved living standards and for this all they need is clear law to govern their areas of operation,” he summed up.
