The FDLR, or so-called democratic forces for
the liberation of Rwanda, has laid down its weapons and is seeking to
negotiate with Rwanda, the group's president claims.

Byiringiro says he wants the country to become a "true democracy" and
for the FDLR to be recognised as an opposition party. But Rwanda's
president Paul Kagame refuses to hold talks with a group he accuses of
committing genocide, and UN peacekeepers in the DR Congo do not believe
